Dwarf Hairgrass, (Eleocharis acicularis) and other species from its genus are also known as Spikerushes for their very thin, grassy, needle-like appearance. These plants provide a good "carpet" for the aquarium if maintained at a lower height but they can also grow close to a foot tall. Keep in low flow but make sure that no detritus or debris is allowed to settle and decompose on the plants and smother them.
"Tissue Culture" plants are lab-grown. They are offered in sealed cup and are grown in an artificial media, usually gel-based. This media should be rinsed off before planting and the individual plants can be separated for individual planting and aquascaping. Tissue Culture plants are typically free from nuisances like snails and algae.
