Instructions
Mix Instant Ocean with ordinary dechlorinated tap or purified water. To prepare small quantities, use 1/2 cup of mix per each U.S. gallon of water.

I recently purchased a bag of this online and it showed up with not one but TWO holes in the bag. So you would think "okay maybe it was dropped during shipping or something". Nope! There was tape all over the bag!
